Update (19/01/05): According to Lee over at Tokyo Times, the weird item is a wrinkle remover.
The first 7 characters are actually the English words "face" and "line" phonetically put into Japanese. Which I think I'm right in saying is the face shape. So it's a kind of anti-aging device that is supposed to stop the face sagging.
Update 2 (19/01/05): Here is a link to a site that sells the item pictured. They also sell freakier full face versions (here and here) as well as a 'lite' version which just lifts your chin.
According to Ammonite, who tracked back to this post, the site says that the product...

Interestingly, Ammonite is written by A Japanese blogger based in Wales! Along with Tokyo Times, I now have someone to ask when I need a weird Japanese sign or advert translating.

Try asking at Tokyo Times - he deals with weird Japanese things and she looks Japanese ... the writing certainly is.
