No. It's a structural failure due to a terribly wrong design. There are others bigger pics on the web, where can be clearly appreciated the small dimensions of the connections of the two supporting rods to the wall. They look like some metal squares with 20cm sides , with four bolts in the corners, bolted to the wall. They appear being a little weak, to support such a heavy concrete roof.
What happened? Was there an earthquake?
